Sent item even though i canceled

They called after i placed the camera order and said i had to pay shipping for the "free" accessories. I canceled the order, but the sent it within the hour. I called and they said, not to worry, they would send the accessories free also. No accessories came. I have talked to at least 4 different people many times and they all lie. One says it shipped, one says it will ship soon....then they negotiate: how about if you pay 2/3 of the shipping. They purposely sent (immediately) an order i had canceled. They assume you'll just give in and pay the extra charges. How can they be in business?
